Which printer takes it
One machine takes this cartridge: the HP DesignJet T830 MFP. No other model in our genuine-HP catalog shares the 728 family, so a DesignJet from a different series needs a different number. To have a front-panel model name checked first, call 866-788-7900.
What Matte Black does here
On a T830, Matte Black is the ink the printer reaches for on text and line art, so it drains steadily even where the output is mostly graphics. Our genuine-HP catalog lists no Photo Black in this family, so Matte Black carries the black load alone. At 130 ml it suits a lighter-use machine.
Size and cost per milliliter
The same color is also made in a 300-milliliter tank, part F9J68A. Per milliliter the ink works out cheaper in the larger tank, so compare the prices on both product pages before choosing a size. In cartridges rather than rates: two of these hold 260 ml, against 300 ml in one F9J68A.
Don’t order this by mistake
This code is the family’s odd one out. The other three 130-ml tanks are F9J65A, F9J66A and F9J67A, and the number a bookkeeper reaches for next, F9J68A, is the larger and more expensive Matte Black tank. Copy 3WX25A across rather than reasoning it out.

Why doesn’t the 130-ml Matte Black share a number with the other small tanks?
Because HP numbered it separately. The 130-ml colors are F9J65A, F9J66A and F9J67A; this one is 3WX25A. There is no pattern to derive it from.
Is this genuine HP ink or a refilled cartridge?
